Clarifies that the Board of Land and Natural Resources retains all powers and duties under Hawaii Revised Statutes chapters 183C and 171 pertaining to state conservation district lands on Mauna Kea, which will not transfer to the Mauna Kea Stewardship and Oversight Authority after the five-year transition period from Act 255 (Session Laws of Hawaii 2022).

Amends section 183C-3 to explicitly state that the board and department shall retain jurisdiction over conservation district areas on Mauna Kea lands and that these powers shall not be transferred to the Mauna Kea authority.

Amends section 195H-7 to provide that powers and duties related to conservation districts on Mauna Kea lands are excepted from the transfer of authority powers to the Mauna Kea Stewardship and Oversight Authority.

Amends section 195H-3 to allow the Chairperson of the University of Hawaii Board of Regents, with board approval, to designate either a board member or past board member with Mauna Kea experience as the board's representative on the Mauna Kea authority.

Takes effect July 1, 2050.
