Requires the Office of Enterprise Technology Services to develop and publish Hawaii Electronic Information Technology Multilingual Accessibility Standards for implementation by all state entities.

Standards must include functional performance criteria, technical requirements for multilingual accessibility, procurement language recommendations, and implementation monitoring processes.

Standards apply to all electronic information technology developed, purchased, used, or provided by state entities, and to substantial modifications of such technology.

Each state entity must review and revise its procurement and development policies within six months of standards publication; standards to be reviewed and updated every three years.

Appropriates funds for one full-time equivalent permanent program manager position with the Office of Enterprise Technology Services; effective July 1, 2112.
