• Adds value-added agricultural products to eligible business activities within enterprise zones, including processing of agricultural products grown within an enterprise zone.

• Expands renewable energy eligibility from wind energy only to all types of renewable energy as defined in section 269-91, provided the renewable energy development demonstrates substantially lower greenhouse gas emissions than fossil fuel.

• Changes renewable energy language from "production" to "development or production" for enterprise zone eligibility purposes.

• Clarifies that medical cannabis dispensary activities under chapter 329D are not eligible business activities for enterprise zone purposes.

• Effective date set for June 30, 3000.
