Requires the Board of Land and Natural Resources to approve all decisions by the Department of Land and Natural Resources' Land Division to revoke, limit, condemn, remove, or modify public land leases and revocable permits.

Amends Hawaii Revised Statutes Section 171-6 to add a proviso that decisions relating to lease and permit modifications must have prior board approval, limiting the Land Division's discretionary authority.

Makes minor technical corrections to existing statutory language, including updating references to the Hawaii State Constitution and clarifying grammatical usage.

Effective date of July 1, 2050.
