Establishes an Illegal Fireworks Task Force within the Department of Law Enforcement to coordinate multi-jurisdictional law enforcement operations against illegal fireworks and explosives in Hawaii.

Task force membership includes the Attorney General, deputy director of harbors, county police chiefs, and prosecuting attorneys, with invitations extended to federal agencies including ATF, FBI, Homeland Security, and U.S. Attorney's Office.

Requires the task force to develop a comprehensive strategic plan to stop importation of illegal fireworks and explosives, promote compliance with state fireworks laws, and protect airports, harbors, and other state facilities.

Task force must submit reports with findings, recommendations, and proposed legislation to the legislature no later than 20 days prior to the 2024 and 2025 regular legislative sessions.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to cover administrative staff, operations, law enforcement personnel, equipment, and disposal of confiscated fireworks; effective July 1, 2050 and repealed June 30, 2025.
