HI SB828

Adds a new chapter to Hawaii Revised Statutes establishing definitions and procedures for apostilles (Hague Treaty certifications) and non-apostille certifications issued by the lieutenant governor.

Requires the lieutenant governor to assess a fee for each apostille or non-apostille certification issued, with the amount left blank in the bill.

Establishes the Apostilles and Certifications Special Fund administered by the office of the lieutenant governor to receive all certification fees, interest earned, and legislative appropriations.

Authorizes the office of the lieutenant governor to expend moneys from the special fund for operational expenses including postage and supplies.

Takes effect July 1, 2112.
