Requires each Department of Education school to establish a critical emergency response team with members trained in first aid, CPR, and automated external defibrillator use.

Mandates minimum team size of either total campus population divided by 50 or campus square footage divided by 500, whichever is greater.

Requires team members to maintain current certifications (not more than two years old) and participate in at least two critical medical emergency drills per school year with response times monitored.

Requires schools to develop communication systems to activate response teams and implement corrective action plans if response times exceed three minutes or if three or more drills fail to meet the three-minute threshold.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to implement the critical medical emergency response teams, with the act taking effect July 1, 2050.
