Adds three new sections to Hawaii Revised Statutes Chapter 302A authorizing counties to sell, lease (for up to 65 years), or convey real property to the School Facilities Authority without public auction or sealed bids, subject to a public hearing with at least 10 days' notice.

Exempts the School Facilities Authority from county property tax assessments and state taxes of any kind.

Authorizes state and county agencies to provide services to the School Facilities Authority upon request.

Expands School Facilities Authority powers to include commercial enterprise activities for revenue generation, property subdivision, adoption of zoning rules that supersede county ordinances, and contracting to manage leasing and property management of housing projects.

Establishes a deadline for the City and County of Honolulu to convey fee simple interest in 14 public school properties to the Department of Education, including Castle High, Kahuku High, Kalaheo High, Campbell High, and 10 other schools on Oahu.
