Repeals Section 304A-2101(a), Hawaii Revised Statutes, which required the general fund budget appropriation for the University of Hawaii to be between 3 and 5 times the estimated regular tuition and related fee revenues.

Establishes that the provision being repealed was merely advisory guidance from a previous legislature, not a binding mandate, since one legislature cannot bind its successor.

Retains Section 304A-2101(b), which requires consideration of fiscal condition, enrollment, educational access, resident/nonresident student mix, and community service programs when determining appropriations.

Keeps the prohibition on using University of Hawaii tuition and fee revenues as justification for reducing budget requests unless the university requests such reduction.

Takes effect on July 1, 2023.
