• Authorizes the issuance of special number plates commemorating Malama Puuloa, a nonprofit organization dedicated to restoring Puuloa (Pearl Harbor) and its natural resources.

• Directs the Director of Finance of Honolulu, in consultation with other county finance directors, police chiefs, and Malama Puuloa's executive director, to establish a special number plate design that identifies the organization and meets standard plate specifications.

• Requires a special number plate fee covering the county's production and administrative costs plus a fundraising fee determined by the Director of Finance in consultation with Malama Puuloa's executive director.

• Directs revenue from fundraising fees to be deposited in a separate county budget account and distributed to Malama Puuloa to fund restoration of Puuloa.

• Authorizes the Director of Finance to revoke all special number plates if fewer than 150 registered owners obtain them within three years of initial issuance; effective July 1, 2050.
