Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, shall update the State Agriculture Functional Plan to include agricultural economic updates expanding priority on increasing local food self-sufficiency and exports.

Governor must submit the updated State Agriculture Functional Plan to the Legislature no later than twenty days prior to the convening of the regular session of 2026, including any proposed legislation.

Legislation acknowledges Hawaii's nearshore coral reef-associated fisheries generate $10,300,000 to $16,400,000 annually, with non-commercial fishing providing more than 7,000,000 meals per year.

Act takes effect on July 1, 2050.
