Amends Hawaii Revised Statutes Section 46-1.5 to authorize counties to establish a power of sale mechanism for real property subject to recorded liens for unpaid civil fines.

Counties may sell property to satisfy unpaid civil fines only after all notices, orders, and appeal proceedings are exhausted and upon enactment of a county ordinance establishing the power of sale.

Property must be sold at not less than the market value of similarly situated properties, with all sale revenues exceeding the unpaid civil fines amount refunded to the property owner.

Makes technical amendments including allowing county power of sale for public nuisance violations and clarifying definitions related to sewer system infiltration and inflow inspections.

Effective upon approval.
