Amends the definition of "dangerous to self" to mean a person who recently has threatened or attempted suicide or serious bodily harm, or is gravely disabled.

Adds new definitions for "gravely disabled" (unable to prevent physical or psychiatric deterioration or satisfy needs for nourishment, medical care, shelter, or self-protection without supervision) and "psychiatric deterioration" (substantial impairment of judgment, reasoning, or ability to control behavior).

Expands the term "imminently dangerous to self or others" from persons likely to be dangerous within 45 days to those likely to be dangerous within 90 days.

Increases the maximum period of emergency hospitalization from 48 hours to 72 hours before a patient must be released unless they voluntarily agree to further hospitalization or court-ordered evaluation proceedings are initiated.
