Allows landlords or their agents to charge an application screening fee when processing rental applications for residential property to cover costs of obtaining applicant information such as personal references, tenant reports, and credit reports.

Caps the application screening fee at an amount to be determined (specific dollar amount left blank in bill text).

Requires landlords or agents to provide applicants with a receipt for the fee and copies of any reports obtained, upon request and within ten days of the applicant's request.

Mandates return of any unused portion of the application screening fee to the applicant within thirty days after the landlord submits the screening request.

Effective date: July 1, 2050.
