• Expands manufactured cannabis product definitions to include edible cannabis products and pre-rolled cannabis flower products, and clarifies devices for safe pulmonary administration of cannabis.

• Permits dispensaries to display one or two signs (each no larger than 1,600 square inches) with business/trade name only, subject to more restrictive local ordinances.

• Modifies escort requirements by allowing construction and maintenance personnel who don't normally work in cannabis businesses to be reasonably monitored rather than fully escorted in areas without cannabis or cannabis products, and permits emergency repairs by non-approved workers with full escort and immediate department notification.

• Requires annual reports to the legislature on medical cannabis registry and dispensary programs, including key performance indicators, licensing data, inspections, violations, and education activities.

• Effective date: December 31, 2050.
