Exempts parking lot operations at state parks from bidding requirements for concessions operated on public property.

Exempts operation of concessions at state parks designated by the board of land and natural resources as environmentally, culturally, historically, or operationally unique from bidding requirements, provided they are supported by nonprofit corporations and operate solely to support state aims and goals.

Amends Hawaii Revised Statutes Section 102-2(b) to add state parks to existing exemptions that already applied to airports and small boat harbors for ground transportation services and parking lot operations.

Cites the Haena state park model as successful example, noting it reversed overcrowding, increased state parks special fund revenue, and created 35 new jobs on Kauai through community-based nonprofit management.

Takes effect upon approval.
