• Requires the Department of Accounting and General Services (DAGS) to collaborate with the Department of Transportation to develop programs enabling two or more public employees to share parking stalls while paying no more than the cost of a single stall.

• Mandates that all new parking stalls constructed for public employees be pre-wired to accommodate Level 2 electric vehicle charging stations, with DAGS and DOT to develop a retrofit plan for existing facilities to serve all state employee electric vehicles by 2030.

• Requires DAGS to provide secure, enclosed bicycle storage lockers at all facilities with employee parking, with costs capped at 20 percent of a vehicle parking stall cost and equipped with charging systems for electric bicycles and micro-mobility devices.

• Directs DAGS to ensure all new public housing developments include pre-wired parking stalls for Level 2 electric vehicle charging and secure bicycle storage lockers with charging capabilities.

• Effective date: July 1, 2112.
