Require the Department of Education to collect monthly data on EXPRESS county bus pass usage for public high school and charter school students, including number of first-time users, active cards, blocked/replaced cards, total billings, taps, and usage by hour and day of week.

Require the Department of Education to submit annual reports to the Legislature on bus pass program findings and data collected, beginning with the 2024 regular session and 20 days prior to each subsequent regular session.

Appropriate unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to the Department of Education to provide free bus passes to all public high school and charter school students.

Effective date of July 1, 2050.
