Requires rental car companies using state facilities to pay for or reimburse the State to install new or utilize existing electric vehicle charging infrastructure at public facilities beginning January 1, 2028.

Establishes a task force consisting of state agency representatives, legislative committee chairs, rental car industry representatives, hotel industry representatives, and other stakeholders to develop a plan for 100 percent electric vehicle rental fleets by 2035.

Task force must submit annual reports to the Legislature no later than twenty days prior to each regular session beginning in 2024, including findings, recommendations, and proposed legislation.

Amends Chapter 437D, Hawaii Revised Statutes, to create new statutory requirements for electric vehicle charging station infrastructure at state facilities.

Takes effect July 1, 2050.
