Establishes the offense of trespass with an unmanned aircraft system as a misdemeanor under Hawaii Revised Statutes Chapter 711.

Prohibits intentionally causing an unmanned aircraft system to cross a property line and come within 50 feet of a dwelling to coerce, intimidate, or harass another person, or after being given notice to desist.

Prohibits takeoff or landing of unmanned aircraft systems in violation of Federal Aviation Administration special security instructions or unmanned aircraft systems security sensitive airspace restrictions.

Provides exceptions for operations with consent from someone with legal authority on the property, or operations authorized by federal regulations and conducted lawfully and consistent with federal regulations.

Effective upon approval.
