Requires the Department of Agriculture to establish, implement, and administer a state meat and poultry inspection program to replace reliance on the federal USDA Food Safety and Inspection Service.

Department must consider statutory authority, food safety regulations, inspection issues, product sampling, staffing and training, humane animal handling, compliance, laboratory methods, civil rights, and financial accountability when developing the program.

Department of Agriculture must submit a report of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days before each regular legislative session.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 to establish, implement, and administer the meat and poultry inspection program (specific dollar amount blank in bill).

Effective date is July 1, 2050.
