Establishes a Traffic Fines Task Force chaired by the chief justice to study Finland's proportional traffic fines system and determine feasibility of implementing a similar system in Hawaii.

Task force membership includes the attorney general, director of taxation, director of public safety, two county police department representatives, and one cargo industry representative.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than 40 days before the 2024 regular session convenes.

Appropriates unspecified general revenue funds for fiscal year 2023-2024 to support the task force's work.

Task force dissolves on June 30, 2024; effective date is March 22, 2075 with appropriations effective July 1, 2023.
