Encourages U.S. Congress to facilitate a path to citizenship for citizens of the Federated States of Micronesia, Republic of Palau, and Republic of the Marshall Islands under the Compacts of Free Association.

Requests that U.S. Immigration and Customs Enforcement refrain from deporting citizens of COFA nations currently in the United States.

Acknowledges that COFA citizens can legally live and work in the U.S. as "non-immigrants" but are ineligible for certain services including Medicaid and currently have no pathway to citizenship under U.S. immigration law.

References the historical context of U.S. nuclear testing in the Marshall Islands from 1946-1958 and the establishment of COFA agreements starting in 1986 as partial compensation for resulting harm and displacement.

Directs that certified copies be sent to the U.S. Senate Majority Leader, House Speaker, Hawaii's congressional delegation, and the Director of Immigration and Customs Enforcement.
