Urges the Mayor of Honolulu, Honolulu City Council, and Honolulu Authority for Rapid Transportation to find funding for construction of a park-and-ride garage at Waiawa Station that was deferred in the rail project's financial recovery plan approved by the Federal Transit Administration in September 2022.

The park-and-ride garage was originally estimated to accommodate 1,600 vehicles and is critical for Central Oahu residents to access the Honolulu Rail Transit Project, which was reduced from 20 miles to approximately 18.75 miles under the financial recovery plan.

Urges the Department of Transportation Services to establish additional transit services, including expanded TheBus service and bus rapid transit lines, connecting Central Oahu communities and Mililani to Waiawa Station as recommended by the December 2019 Central Oahu Transportation Study.

Requests the Director of Transportation Services to submit a progress report on establishing additional transit services between Central Oahu and Waiawa Station to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Directs certified copies be sent to the Mayor, Honolulu City Council members, HART executives, transportation officials, and chairpersons of four Central Oahu neighborhood boards.
