Urges the Office of Planning and Sustainable Development to develop a food resiliency plan for state emergencies caused by natural disasters

Identifies Hawaii's heavy reliance on imported commodities arriving through harbors and airports that are vulnerable to inundation during natural disasters

Notes that the State currently lacks a dedicated food and supplies stockpile beyond foodbanks to handle disaster aftermath

Proposes that Wheeler Airfield in Central Oahu, the only airfield outside the inundation zone, could serve as a warehouse for food stockpiles through the planned First Responders Technology Campus and Cybersecurity Data Center

Directs certified copies to be transmitted to the Adjutant General, Director of the Office of Planning and Sustainable Development, and Administrator of the Hawaii Emergency Management Agency
