Urges the Department of Human Resources Development to examine the feasibility of implementing a pilot fellowship program to train prospective employees for state government jobs.

Directs the department to consider program length, whether fellows should receive monetary stipends, health benefits, and University of Hawaii course credits, and the extent of department placement and skills training.

Establishes the goal that the pilot fellowship program should provide first-hand government experience with potential for full-time employment upon completion.

Requires the Department of Human Resources Development to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session.

Report must address the feasibility of implementing the program, its scope, and the amount of funds needed for implementation.
