Requests the Department of Business, Economic Development, and Tourism and the Department of Labor and Industrial Relations to co-convene a working group to develop a comprehensive workforce development plan focused on the state's priority economic clusters.

Working group membership consists of legislative representatives, department directors (serving as co-chairs), private sector representatives, University of Hawaii Shidler College of Business representative, Superintendent of Education, and representatives from each county's economic development offices.

Working group must produce a report that identifies priority industries and in-demand occupations, forecasts industry growth, and recommends structures for public-private partnerships to provide pre-employment and on-the-job training.

Department of Business, Economic Development, and Tourism is requested to use the report to update Hawaii Revised Statutes section 371-17 regarding collaborative cluster economic development planning and implementation.

Report and recommendations must be submitted to the Legislature no later than twenty days before the Regular Session of 2024.
