Request the Judiciary, Office of the Public Defender, and Prosecuting Attorney of Honolulu to establish a permanent community outreach mobile court and expand services to all non-violent homeless individuals.

Direct the three agencies to create written memoranda of agreement or understanding to improve referral processes, needs assessments, connections to social service providers, and monitoring of participants.

Note that since inception, the Community Court Outreach Project has served 470 people, cleared 7,663 cases, and completed 5,645 community service hours as of February 2023.

Require the Judiciary to submit a report with findings, recommendations, protocol, budget, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session.

Transmit certified copies of the resolution to the Chief Justice of the Hawaii Supreme Court, Prosecuting Attorney for Honolulu, and State Public Defender.
