Request that the Department of Human Services' Med-QUEST Division establish adequate provider rates for applied behavior analysis services for beneficiaries under age 21 with autism spectrum disorder diagnosis

Direct Med-QUEST to assess current reimbursement rates for applied behavior analysis services, which have remained unchanged since 2015 despite 30% wage increases in Hawaii

Require Med-QUEST to submit findings, recommendations, and proposed legislation regarding appropriate reimbursement rate increases to the Legislature no later than 20 days before the 2024 Regular Session convenes

Highlight that current Med-QUEST rates are below market rates and lower than rates paid by Hawaii's Department of Education ($25/hour difference on neighbor islands) and Department of Health's Developmental Disabilities Division ($19.45/hour difference)

Note that inadequate reimbursement rates have created provider shortages, extended waitlists, and inability to meet the demand for services among Med-QUEST beneficiaries
