Director of Finance is requested to convene a working group with representatives from all levels of government to optimize drawdowns of federal funds under the Inflation Reduction Act of 2022 (Public Law 117-169).

Working group shall review potential federal fund drawdowns, plan for drawing down and use of federal funds, account for funds drawn down and spent, and recommend legislation to secure additional federal funding.

Preliminary report due to Legislature no later than twenty days prior to convening of Regular Session of 2024; final report with proposed legislation due no later than twenty days prior to Regular Session of 2025.

Federal funds available under the Act include over $4 billion for home energy rebate programs, billions for clean energy vehicle tax credits, $27 billion Greenhouse Gas Reduction Fund, $5.5 billion for water projects in disadvantaged communities, $3 billion for port pollution equipment, and $1 billion for clean heavy-duty vehicle rebates.

Certified copies transmitted to Governor, Director of Finance, Chief Energy Officer, Hawaii's congressional delegation, and all county mayors and council chairs.
