Requests the Department of Land and Natural Resources investigate the causes of decline for the critically endangered palila bird on Mauna Kea and update key information including facts and statistics related to the decline.

Directs the investigation to examine results of a federal court mandate to eradicate sheep on Mauna Kea and their impact on protecting palila populations.

Notes that over 96 percent of the world's palila population lives in critical habitat on Mauna Kea's southwestern slope at elevations between 6,000 and 10,000 feet, with only 1,000 mature adults remaining despite forest recovery.

Requires the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
