Requests each county to develop a comprehensive integrated wastewater management plan and financial strategy for upgrading or converting cesspools by 2050 to comply with Act 125 (2017).

Requires plans to address connections to centralized public and private treatment systems, locations requiring individualized treatment systems, cluster treatment systems, and infrastructure capacity assessments.

Requires plans to include financial needs, funding mechanisms, and financing strategies to assist property owners with cesspool conversions estimated to cost $880 million to $5.3 billion statewide.

Directs counties to submit comprehensive plans and any proposed legislation to the Legislature no later than twenty days before the 2024 regular session convenes.

Applies to approximately 83,000 cesspools statewide: 48,596 on Hawaii island, 14,300 on Kauai, 11,038 on Maui, 7,491 on Oahu, and 1,400 on Molokai.
