Urges the U.S. Armed Forces, Governor, and Hawaii's congressional delegation to collaborate on cleaning up and returning additional military lands, particularly those with expiring leases.

Notes that the U.S. Air Force returned 363 acres to the Department of Hawaiian Home Lands on Molokai in January 2023 following comprehensive environmental cleanup.

Recognizes that returned military lands can provide homestead lease opportunities for Native Hawaiians on the waitlist and enable state conservation efforts.

Highlights that U.S. Armed Forces hold 65-year leases on more than 30,000 acres of state land scheduled to expire in August 2029.

Directs transmission of the resolution to the Secretary of Defense, Hawaii's congressional delegation, all major U.S. military commanders in the Pacific, the Governor, and the Board of Land and Natural Resources Chair.
