Request the Department of Transportation to study the feasibility and advisability of eliminating Hawaii's motor vehicle safety inspection requirements.

Direct the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 regular session convenes.

Study should address resident complaints about ineffective and inconsistently applied inspections, uncertain cost-benefit analysis, and the minimal role vehicle component failure plays in motor vehicle accidents.

Note that alcohol, speed, and distracted driving are identified as leading causes of fatal traffic accidents in Hawaii rather than vehicle condition issues.
