Urges the Board of Regents of the University of Hawaii to rename Dean Hall at the University of Hawaii at Manoa to "Alice Ball Hall"

Recognizes Alice Ball as the first woman and first African American to earn a master's degree from the University of Hawaii and its first female and African American chemistry instructor

Credits Alice Ball with developing an injectable form of chaulmoogra oil that revolutionized treatment of Hansen's disease (leprosy) and allowed approximately 8,000 patients to receive treatment at home instead of exile to Kalaupapa, Molokai

Notes that Arthur L. Dean, Ball's graduate adviser and later University President, continued her work but failed to credit her in publications, instead naming the technique the "Dean Method"

Directs certified copies of the resolution be transmitted to the Governor, Board of Regents of the University of Hawaii, and President of the University of Hawaii
