Urges the United States to support Taiwan's participation in the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization.

Urges the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization to grant Taiwan observer status or other appropriate membership status.

Notes Taiwan's established sister-state relationship with Hawaii since 1993 and existing sister-city or sister-county relationships with Honolulu, Maui County, Hawaii County, and Kauai County.

Acknowledges Taiwan's economic significance with a gross domestic product of $828.6 billion (21st largest globally) and population of approximately 23.5 million.

Directs certified copies of the resolution to be transmitted to the President of the United States, President of Taiwan, and leadership of the four specified international organizations.
