Notes Hawaii's Legislature is currently limited to 60-75 session days under the state constitution, generally running from mid-January to early May.

Asserts that a compressed legislative schedule may inhibit public participation and advocacy at the Legislature.

Argues that year-round legislative sessions could improve efficiency, productivity, orderliness, and transparency while allowing more citizens to engage in policymaking.

Requires the Legislative Reference Bureau to submit the summary to the Legislature no later than 20 days before the 2024 Regular Session convenes.
