Urges the Department of Transportation to establish a working group to evaluate options for expanding air service to remote and underserved communities in Hawaii, particularly addressing service gaps at Molokai Airport.

Working group must evaluate airline subsidies to offset passenger ticket costs and strategies to encourage other airlines to provide service at rural airports.

Working group composition includes the Federal Aviation Administration Honolulu Airports District Office Manager, Deputy Director for Transportation–Airports, Public Utilities Commission Chairperson, representatives from each county transportation department, and other relevant experts.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2024 Regular Session convenes, then dissolve on June 30, 2024.

Addresses ongoing issues of high ticket costs, limited flight options, and flight delays and cancellations that burden residents needing to travel for work, medical appointments, and family reasons.
