Urges the Public Works Division and Stadium Authority to procure a developer through a public-private partnership to design, build, operate, and maintain the new Aloha Stadium facility.

Directs inclusion of the New Aloha Stadium Entertainment District development in the scope of the public-private partnership contract with the developer.

Requests the Public Works Division evaluate the San Diego State University Mission Valley Site Development and San Diego Snapdragon Stadium as a model for the procurement, which includes stadium redevelopment and mixed-use residential construction.

Requires the Public Works Division and Stadium Authority to accelerate the request for proposal process and submit a preliminary procurement report with findings and recommendations to the Legislature by June 30, 2023.

Notes that $350,000,000 in general obligation bonds and $50,000,000 in general funds were appropriated in Act 248 (2022) for the New Aloha Stadium Entertainment District development.
