Requests the Office of Planning and Sustainable Development and other executive departments implement recommendations from the UN Committee on the Elimination of Racial Discrimination (CERD) from its 107th Session held in August in Geneva.

CERD adopted dozens of recommendations based on interaction with the U.S. government, with three priority recommendations focused on indigenous peoples, migration, and reproductive rights to be reported on at the 110th Session.

Directs Hawaii to update and develop new curriculum around human rights and justice as part of implementing the UN recommendations.

Requires certified copies be transmitted to the President, Vice President, Speaker of the House, Senate Majority Leader, U.S. Department of State, UN Secretary General, UN High Commissioner for Human Rights, Hawaii's congressional delegation, Governor, and Director of the Office of Planning and Sustainable Development.

Recognizes Hawaii's designation as America's first human rights state and its commitment to sustainable development through the Aloha+ Challenge and participation in UN voluntary local reviews.
