Request the Office of Planning and Sustainable Development to adopt the 30 articles of the Universal Declaration of Human Rights in coordination with other state departments, in furtherance of the Hawaii State Planning Act.

Direct the Office of Planning and Sustainable Development to promote the Universal Declaration of Human Rights to Hawaii residents through public education.

Require the Office of Planning and Sustainable Development to study the feasibility and impact of establishing a Hawaii Human Rights and Resilience Commission according to the Paris Principles, with findings and recommendations due to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Transmit certified copies of the resolution to the United Nations Secretary-General, UN High Commissioner for Human Rights, U.S. federal officials, Hawaii's congressional delegation, the Governor, and the Director of the Office of Planning and Sustainable Development.
