Urges establishment of a Native Hawaiian Intellectual Property Working Group consisting of nine members who are experts in Native Hawaiian law, indigenous intellectual property, or Native Hawaiian cultural practices.

Requires the Governor, Speaker of the House, and Senate President each to appoint three members from nominations by eight specified organizations including the Office of Hawaiian Affairs, Native Hawaiian Legal Corporation, and Association of Hawaiian Civic Clubs.

Directs the working group to create solutions preventing appropriation of Native Hawaiian intellectual property, meet at least monthly, and consult with industry stakeholders and Native Hawaiian communities.

Requests the working group to monitor the June 5-9, 2023 World Intellectual Property Organization's Intergovernmental Committee session on traditional knowledge and cultural expressions.

Requires the working group to submit recommendations and proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
