Requests the City and County of Honolulu and Department of Emergency Management to create a community resilience plan for disaster preparedness specifically for the Waianae coast.

Plan must be community-based and developed in collaboration with local businesses and residents.

Requires inventory of all available services, tools, food, shelter, water, medicines, and other resources that would enable the community to be self-sufficient for three days.

Plan must be developed in consultation with the Hawaii Emergency Management Agency.

Addresses the Waianae coast's isolation as a 12-mile stretch served by a single four-lane highway with a population of approximately 48,000 residents served by one primary emergency medical center.
