Requests the State Auditor to conduct a performance audit of the Department of Transportation's Pali Highway resurfacing project.

The Pali Highway resurfacing project began in May 2017 with an anticipated completion date of December 2020, but remains approximately 75 percent complete as of the resolution date.

Requires the Office of the Auditor to submit its performance audit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Directs that certified copies of the resolution be transmitted to the Auditor, Director of Transportation, and Deputy Director of the Highways Division.
