Urges the United States Congress to pass national carbon fee and dividend legislation that imposes a tax on fossil fuel burning and returns revenues to households.

Supports carbon pricing as an effective and equitable method to reduce greenhouse gas emissions in compliance with the 2015 Paris Climate Agreement.

Notes that over 3,600 economists, including 28 Nobel Laureates and 15 former Council of Economic Advisers chairs, endorse carbon tax as the most cost-effective emissions reduction tool.

Authorizes the use of border adjustments such as carbon-content-based tariffs on imports from countries without comparable carbon pricing to maintain U.S. business competitiveness.

Directs transmission of certified copies to the President, Vice-President, Speaker of the House, Senate Majority Leader, and Hawaii's congressional delegation.
