Requests the State Auditor to audit the process of Notice of Default Judgment for traffic infractions involving the Honolulu Police Department, Department of Customer Services Motor Vehicle Division, and District Court of the First Circuit.

Addresses problem where vehicle owners who transferred ownership are erroneously receiving default judgments for traffic citations committed by new owners who failed to register the transfer with the Director of Finance.

Audit must identify cases where Notice of Default Judgment was issued to former owners who filed a Notice of Transfer, including the time to resolution and reasons for the erroneous judgments.

Identifies six potential points of failure in the process, including lost notices, unprocessed transfers, failures to cross-reference transfer notices, and incomplete transfer information from DMV to the court.

Auditor must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
