Hawaiian Humane Society must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convening

Acknowledges veterinary costs range from $200-$400 per routine visit and can exceed $1,000 for emergency treatment or procedures, forcing financially insecure families to delay care or incur debt
