Urges the Hawaii Housing Finance and Development Corporation (HHFDC) to adopt administrative rules creating a process under HRS Section 201H-38 for housing projects exclusively for Hawaii residents who own no other real property.

Requests this new process be in addition to, not instead of, existing HHFDC rules requiring half of all units be available to buyers with income at or below 140 percent of area median income.

Authorizes housing projects to seek exemptions from planning, zoning, development, and construction standards if they meet criteria including consistency with chapter 201H purposes, compliance with health and safety standards, and county legislative body approval.

Addresses the state's housing crisis by enabling residential units at all price points while maintaining current affordable housing requirements.

Directs certified copies be transmitted to the Governor, HHFDC Executive Director and Board Chairperson, Chief Housing Officer, and Director of Business, Economic Development, and Tourism.
