SCR 216 Summary

• Requests the Auditor to conduct a performance audit of the Department of Education's use of $130,000,000 appropriated in Act 134 (2013) for construction of Kulanihakoi High School (formerly Kihei High School) on Maui.

• Requires investigation into whether moneys were appropriated for the state and county-mandated grade-separated pedestrian crossing over Piilani Highway and what happened to those funds.

• Directs audit to determine why the Department of Education constructed a $16,081,058 roundabout instead of the required grade-separated pedestrian crossing, and whether the roundabout funding came from the original school appropriation.

• Requests examination of the decision-making process that led to the roundabout construction on September 22, 2021, and whether legislative approval was required for redirecting appropriated moneys.

• Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2024 Regular Session convenes.
