Request that the Department of Land and Natural Resources adopt administrative rules to regulate vessel speeds near humpback whales, based on 2022 voluntary recommendations from the Pacific Whale Foundation, NOAA, and the State.

Prohibit vessels (except inter-island and intra-island vessels) from exceeding 15 knots when within an unspecified distance of a humpback whale, and 6 knots when within 400 yards of a humpback whale.

Require vessel operators (except inter-island and intra-island vessels) to maintain a lookout person and operate in a reasonable and prudent manner to avoid collisions, considering time of day, time of year, and other relevant factors.

Exclude barges from the proposed speed restriction rules.

Transmit a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
